Is the challenge only for the honoured and valued clients of the IRS, or could someone give us foreigners an idea of what the columns and rows mean so we can have a go too?

Actually the table provided by "a business analyst from a tax agency" is not really IRS specific. You can treat variables in conditions and actions as some text or logic variables which simply take values Y or N, and not worry about their real meanings.
